India and GCC Initiate Negotiations for Free Trade Agreement

India and the Gulf Cooperation Council (GCC) have officially commenced negotiations for a comprehensive Free Trade Agreement (FTA), aiming to enhance trade and investment relations. This significant step was marked by the signing of a joint statement in New Delhi by Union Minister of Commerce and Industry Piyush Goyal and GCC Secretary General Jasem Mohamed Albudaiwi. The agreement is expected to create a mutually beneficial framework that will bolster economic ties between India and the GCC nations.

Significance of the Agreement

The joint statement and the Terms of Reference (ToR) signed earlier represent a pivotal moment in the relationship between India and the GCC. Minister Goyal emphasized that the FTA would inject new energy into ties that are already rooted in shared history and cultural connections. He noted that, given the current global uncertainties, this is an opportune time to negotiate a robust trading arrangement that can leverage mutual strengths and synergies. The agreement aims to provide a structured approach to trade, enhancing predictability and stability for businesses operating in both regions.

Current Trade Landscape

The GCC is India’s largest trading partner bloc, with bilateral trade reaching an impressive $178.56 billion in the fiscal year 2024-25. This figure includes Indian exports valued at $56.87 billion and imports totaling $121.68 billion, which together account for 15.42% of India’s overall global trade. Over the past five years, trade between India and the GCC has grown at an average annual rate of 15.3%. Key exports from India to the GCC include engineering goods, rice, textiles, machinery, and gems and jewelry, while imports are primarily crude oil, liquefied natural gas (LNG), petrochemicals, and precious metals like gold.

Economic Impact and Opportunities

The GCC economies collectively represent a market of approximately 61.5 million people and boast a combined GDP of $2.3 trillion, ranking ninth globally. This region is also a significant source of foreign investment for India, with cumulative Foreign Direct Investment (FDI) exceeding $31.14 billion as of September 2025. The proposed FTA is expected to further enhance these economic ties, creating new opportunities for businesses in both regions.

The strong economic relationship is complemented by the presence of nearly 10 million Indian nationals living across GCC countries. This diaspora forms what officials describe as a “living bridge,” reinforcing economic and cultural ties between India and the GCC. Additionally, Indian companies have established a significant presence in the region, further solidifying the partnership. The FTA negotiations are poised to strengthen these connections, fostering greater collaboration and mutual growth in the years to come.
