GCC Tech Sector Projected to Create Millions of Jobs by FY30
India’s Global Capability Centre (GCC) ecosystem is on a remarkable growth trajectory, currently employing 1.9 million professionals and projected to create an additional 2.8 to 4 million jobs by the fiscal year 2030. A recent report by TeamLease highlights that India is home to over 1,800 GCCs, which account for 55% of the global total and generate significant export revenue. However, as this sector expands, it faces increasing regulatory and compliance challenges that operators must navigate. The TeamLease report, titled “GCCs in India: Cultivating Capability, Ensuring Compliance,” reveals that India’s GCCs are poised for a digital-first growth phase. This expansion is expected to be driven by emerging roles in artificial intelligence, cloud computing, data engineering, and cybersecurity. The report emphasizes that the GCC sector is not only a vital source of formal employment but also a catalyst for skill development in the country. With the anticipated creation of up to 4 million jobs by FY30, a significant portion of these positions—between 14% and 22%—will be available for fresh graduates equipped with digital skills. Mid-level professionals are expected to constitute 76% to 86% of the workforce, reflecting a shift towards a more skilled labor market.
Regulatory Challenges Ahead
As the GCC sector grows, it faces a complex regulatory landscape. Operators must comply with over 500 distinct legal requirements, resulting in more than 2,000 compliance actions annually across various jurisdictions. The compliance framework encompasses labor, tax, and environmental laws, involving 18 regulatory authorities with overlapping mandates. Key risk areas include data privacy, cybersecurity, foreign exchange management, labor codes, women’s safety, intellectual property, and environmental compliance. Neeti Sharma, CEO of TeamLease Digital, noted that the evolving talent structure within GCCs is driving innovation and product development, but it also necessitates technology-enabled compliance management to navigate these challenges effectively.
Adapting to Compliance Requirements
Rishi Agrawal, Co-founder and CEO of TeamLease RegTech, highlighted the importance of adapting to India’s intricate compliance ecosystem. He pointed out that the regulatory landscape comprises over 1,500 legislative acts and 69,000 distinct compliance obligations across 27 categories, which are frequently updated through 3,500 official portals. To manage this complexity, GCCs must go beyond mere check-box compliance. They need to develop deep legal expertise, maintain thorough documentation, and integrate compliance into their corporate culture. This proactive approach is essential for global corporations looking to deepen their presence in India while leveraging the country’s demographic and cost advantages.
Future Prospects and Government Support
The report also mentions the government’s proposal in the Union Budget 2025 to introduce a National Framework aimed at promoting GCCs in Tier-II cities. This initiative could further accelerate regional expansion and enhance job creation. The future growth of the GCC sector will largely depend on effective collaboration among industry stakeholders, academia, and policymakers. By working together, they can build a digitally skilled and compliance-ready workforce that meets the demands of this rapidly evolving sector.
