Mega Camp for Nationwide Digital Life Certificate Campaign 4.0
The Department of Pension & Pensioners’ Welfare (DoPPW) is set to launch its Nationwide Digital Life Certificate (DLC) Campaign 4.0 from November 1 to November 30, 2025. This initiative aims to enhance the digital empowerment of pensioners as part of the Government’s broader Digital India initiative. A significant event of this campaign will be a Mega Camp held at the Air Force Auditorium in Tambaram, Chennai, on November 11, 2025, where pensioners will receive assistance in submitting their Life Certificates through various digital methods.
The Mega Camp organized by the Office of the Controller General of Defence Accounts will feature the Secretary (Pension) and senior officials from DoPPW. They will be present to assist pensioners in the submission of their Life Certificates using multiple digital platforms. The Unique Identification Authority of India (UIDAI) will also be on hand to facilitate Aadhaar record updates and address any technical issues that may arise. This initiative is part of a larger effort to streamline the pension process, as highlighted by Prime Minister Narendra Modi in his recent addresses, where he praised the role of Digital India in simplifying these procedures.
Target Audience and Outreach
The DLC Campaign 4.0, officially launched by Minister of State Dr. Jitendra Singh on November 5, 2025, aims to reach two crore pensioners across more than 2,000 cities. The campaign employs a saturation-based outreach strategy and promotes Aadhaar-based Face Authentication, allowing pensioners to submit their Life Certificates without the need for biometric devices. Special provisions are in place for super-senior and differently-abled pensioners, who will benefit from doorstep DLC services provided by India Post Payments Bank.
So far, the campaign has successfully generated 78.26 lakh Digital Life Certificates, with 46.36 lakh issued through Face Authentication. Notably, over 46,000 pensioners aged over 90 and 1,200 centenarians have already submitted their DLCs, showcasing the campaign’s effectiveness in reaching its target demographic.
Collaborative Efforts for Digital Inclusion
The campaign represents a collaborative effort among various organizations, including the Controller General of Defence Accounts, banks, India Post Payments Bank, UIDAI, the Ministry of Electronics and Information Technology (MeitY), the National Informatics Centre (NIC), and Pensioners’ Welfare Associations. These partnerships are crucial for ensuring digital inclusion among pensioners. At the Chennai Mega Camp, interactive sessions with the Secretary (P&PW) are planned, with an expected attendance of around 1,000 pensioners from different departments.
In Tamil Nadu, the campaign will extend its reach through DLC camps organized in 84 cities and 155 locations, in collaboration with several banks, including SBI, Indian Bank, Indian Overseas Bank, and the India Post Payments Bank. To ensure the smooth execution of the campaign, 160 Nodal Officers have been appointed.
