Ministry of Health and Family Welfare Holds National-Level Meeting on PC&PNDT Act, 1994 Implementation
The Ministry of Health and Family Welfare in India recently held a National Sensitization Meeting aimed at enhancing the implementation of the Pre-Conception and Pre-Natal Diagnostic Techniques (Prohibition of Sex Selection) Act, 1994. The meeting, which took place at Vigyan Bhawan in New Delhi, addressed the challenges faced in enforcing the legislation and emphasized the need for coordinated efforts to ensure compliance. Keynote speaker Ms. Aradhana Patnaik highlighted the Act’s role as a moral safeguard against gender-biased sex selection and reported positive trends in the sex ratio at birth.
Strengthening the PC&PNDT Act
The National Sensitization Meeting focused on the effective implementation of the PC&PNDT Act, which aims to prevent gender-biased sex selection in India. Participants discussed various challenges that have emerged in recent years, emphasizing the importance of a collaborative approach among stakeholders. The meeting aimed to address gaps in enforcement and compliance, ensuring that the objectives of the legislation are upheld. Positive Trends in Sex Ratio
The meeting highlighted significant improvements in the sex ratio at birth (SRB) in India, attributed to the strengthened implementation of the PC&PNDT Act. According to the Sample Registration System (SRS) Report 2023, the SRB has risen from 819 females per 1,000 males during 2016-18 to 917 females per 1,000 males in 2021-23. This increase reflects the positive impact of ongoing efforts to combat gender-biased sex selection and promote the value of female children.
Patnaik noted that these improvements are a testament to the effectiveness of the Act and related interventions. She emphasized that continued vigilance and proactive measures are necessary to sustain this progress. The meeting served as a platform to reinforce the commitment of various stakeholders to uphold the principles of the PC&PNDT Act and ensure that the rights of women and girls are protected.
Engaging Stakeholders and Digital Compliance
The inaugural session of the meeting featured the release of informational materials, including television commercials, radio jingles, and posters, as part of a comprehensive communication campaign. The campaign’s theme, “जब लड़का लड़की है बराबर, तो पूछना क्यों?” translates to “When a boy and a girl are equal, why ask?” This initiative aims to raise awareness about gender equality and the importance of valuing all children.
Discussions also centered on the role of online platforms and digital intermediaries in enforcing compliance with Section 22 of the PC&PNDT Act, which prohibits advertisements related to sex determination. The meeting addressed the pressing issue of online violations and the misuse of technology, highlighting the need for stronger compliance mechanisms. Representatives from various state governments shared their experiences and best practices, while digital platform representatives engaged in discussions on enhancing adherence to the Act.
Collaboration for Future Success
The National Sensitization Meeting brought together a diverse group of stakeholders, including officials from the Ministry of Health and Family Welfare, representatives from 36 state governments and union territories, enforcement agencies, and digital intermediaries. This collaborative effort is essential for addressing the challenges in enforcing the PC&PNDT Act and ensuring that its objectives are met.
