Record 4,515 Child Adoptions in FY 2024-25
India’s adoption landscape has witnessed a remarkable transformation in the fiscal year 2024-25, with a historic total of 4,515 child adoptions—the highest figure recorded since 2015-16. This surge includes 4,155 domestic adoptions, indicating a growing societal acceptance of legal adoption. The Central Adoption Resource Authority (CARA) played a pivotal role by introducing 8,598 newly identified children into the adoption system, ensuring that more vulnerable children find loving homes. Additionally, the establishment of 245 new adoption agencies in collaboration with state governments has streamlined the adoption process.
Enhanced Identification and Training Initiatives
Key to this progress has been CARA’s proactive approach, particularly through its Identification Cell and extensive training and awareness campaigns. The agency conducted physical orientations across 12 states and Union Territories, complemented by 45 virtual training sessions. These sessions covered critical topics such as adoption timelines, training for Child Welfare Committee (CWC) members, foster care, and counseling for both children and prospective adoptive parents (PAPs). Furthermore, CARA’s Adoption Awareness Campaign involved partnerships with 16 states to organize meetings with adoptive parents from October 2024 to January 2025. The Annual Conclave, held in November 2024 and attended by over 500 stakeholders, focused on advocacy for foster care and adoption, with the Minister of State for Women and Child Development, Smt. Savitri Thakur, in attendance.
Comprehensive Child Identification Exercise
In alignment with directives from the Hon’ble Supreme Court, CARA launched a comprehensive child identification initiative. This exercise categorized children into five groups: Orphan, Abandoned, Surrendered, Children with No Visitation, and Children with Unfit Guardians. This strategic categorization aims to integrate more children into the legal adoption framework, ensuring their right to a secure and nurturing environment. By identifying children in need, CARA is working diligently to facilitate their placement into loving families.
Digital Innovations and Streamlined Processes
Under the guidance of the Ministry of Women and Child Development, CARA has introduced several initiatives to enhance family-based care alternatives. In 2024, the agency launched Foster Care and Foster Adoption Modules on the CARINGS portal, focusing on placing older children in family-based care settings. To improve transparency and efficiency, CARA has also implemented digital interventions to streamline adoption procedures. Enhancements to the CARINGS portal include data cleansing initiatives and new modules for in-country relative and step-parent adoptions, significantly reducing the average processing time to just 3-4 months.
