Delhi Enhances Earthquake Preparedness Following Recent Quake

In response to a recent earthquake measuring 4.0 on the Richter scale, the Delhi Disaster Management Authority (DDMA) has taken significant steps to bolster the city’s disaster preparedness. The DDMA has developed a comprehensive Disaster Management Plan (DDMP) that outlines strategies for effective response and recovery. This initiative aligns with the broader framework established by the National Disaster Management Authority (NDMA) to ensure state-level readiness in the face of natural disasters.

State Governments Lead Disaster Management Efforts

The responsibility for rescue, relief, and rehabilitation during natural disasters primarily lies with state governments. According to the Disaster Management Act of 2005, the Central Government provides additional support when state resources are overwhelmed. This collaboration is crucial for effective disaster response, especially during severe events that exceed local capabilities. The Act mandates that each state’s Executive Committee develop a Disaster Management Plan in consultation with local authorities and in accordance with national guidelines.

The National Disaster Management Plan (NDMP), first issued in 2016 and revised in 2019, serves as a guiding document for state authorities in crafting their own State Disaster Management Plans (SDMPs). This framework ensures that all states, including Delhi, are equipped to handle emergencies effectively and efficiently.

Delhi’s Disaster Management Plan and Recent Review

The DDMA has prepared a detailed Delhi Disaster Management Plan (DDMP), which includes provisions for various disaster scenarios, including an Earthquake Action Plan. This plan is publicly accessible on the DDMA’s official website. Following the recent earthquake on February 17, 2025, the Lieutenant Governor of Delhi convened a review meeting with the NDMA to assess the city’s vulnerability and risk factors. The meeting focused on enhancing the Earthquake Preparedness Plan and included the submission of Terms of Reference by the NDMA.

These proactive measures are part of a broader strategy to ensure that Delhi is prepared for potential disasters. The DDMP aims to streamline response efforts and improve coordination among various agencies involved in disaster management.

Ongoing Preparedness Initiatives in Delhi

In light of the recent earthquake, the NDMA has implemented several initiatives to enhance disaster preparedness in Delhi. These include conducting multi-state mock exercises tailored to the specific vulnerabilities of the region. The NDMA has also organized tabletop and mock exercises to simulate disaster scenarios, allowing local authorities to practice their response strategies.

Additionally, the NDMA has launched awareness campaigns to educate the public about earthquake preparedness. This includes a television panel discussion titled “Aapda Ka Samna,” which aired on Doordarshan on March 2 and March 8, 2025. Furthermore, street plays (Nukkad Natak) have been performed across various neighborhoods in Delhi to engage residents and raise awareness about disaster readiness. Updates and educational materials related to earthquakes have also been shared on NDMA’s social media platforms to reach a wider audience.

These efforts reflect a commitment to improving public safety and ensuring that residents are well-informed about how to respond in the event of an earthquake or other natural disasters. The Minister of State in the Ministry of Home Affairs, Shri Nityanand Rai, confirmed these initiatives in a recent Lok Sabha session, highlighting the government’s dedication to disaster management and preparedness.
