India Enhances Cyber Crime Response Measures

The Indian government is ramping up its efforts to combat cyber crime, particularly those targeting women and children. Through various initiatives, the Ministry of Home Affairs is providing financial support and resources to state and union territory law enforcement agencies. These measures aim to bolster the capacity of local agencies to effectively prevent, investigate, and prosecute cyber crimes across the nation.
Financial Support for Capacity Building
The Ministry of Home Affairs has launched the โCyber Crime Prevention against Women and Children (CCPWC)โ scheme, which allocates financial assistance to states and union territories. This funding is intended for establishing cyber forensic laboratories, hiring junior cyber consultants, and training law enforcement personnel, public prosecutors, and judicial officers. As of March 31, 2024, detailed state-wise financial allocations under this scheme have been documented, showcasing the government’s commitment to enhancing local capabilities in tackling cyber crime.
To date, cyber forensic-cum-training laboratories have been established in 33 states and union territories, although Tamil Nadu has yet to set up such a facility. The training curriculum developed under the CCPWC scheme aims to equip law enforcement personnel and judicial officers with the necessary skills to handle cyber crime investigations and prosecutions effectively. Over 24,600 individuals have already received training, highlighting the initiative’s reach and impact.
Establishment of Cyber Crime Coordination Center
In a significant move to streamline the response to cyber crime, the Indian Cyber Crime Coordination Centre (I4C) has been established as an attached office of the Ministry of Home Affairs. This center is tasked with addressing all forms of cyber crime in a coordinated manner. A key component of this initiative is the launch of the โNational Cyber Crime Reporting Portalโ (cybercrime.gov.in), which allows the public to report cyber crime incidents, particularly those affecting women and children. Reports submitted through this portal are processed by local law enforcement agencies, ensuring timely action in accordance with legal provisions.
Additionally, a Memorandum of Understanding (MoU) was signed between the National Crime Records Bureau (NCRB) and the National Center for Missing and Exploited Children (NCMEC) in April 2019. This agreement facilitates the sharing of Cyber Tipline reports concerning online child pornography and exploitation, with over 6.9 million reports shared with relevant authorities across states and union territories.
Advanced Forensic Support and Coordination Initiatives
The establishment of the National Cyber Forensic Laboratory (Evidence) in Hyderabad in May 2022 marks a significant advancement in forensic support for cyber crime investigations. This facility enhances the preservation and analysis of evidence, reducing the turnaround time for investigations by 50%. Furthermore, a state-of-the-art National Cyber Forensic Laboratory (Investigation) has been set up in New Delhi, providing early-stage forensic assistance to investigating officers. This laboratory has already assisted in approximately 11,835 cyber crime cases, demonstrating its vital role in supporting law enforcement efforts.
To foster collaboration among various stakeholders, the Cyber Fraud Mitigation Centre (CFMC) has been established under I4C. This center brings together representatives from major banks, financial intermediaries, and telecom service providers to facilitate immediate action against cyber crime. Additionally, seven Joint Cyber Coordination Teams (JCCTs) have been formed in key locations across the country to enhance coordination among law enforcement agencies, particularly in areas identified as cyber crime hotspots.
Public Awareness and Prevention Campaigns
The Indian government is also focusing on raising public awareness about cyber crime through various outreach initiatives. These include disseminating information via SMS, social media platforms, and public campaigns. The I4C has launched the โSahyogโ portal to streamline the process of notifying IT intermediaries about unlawful activities, ensuring swift action to remove or disable access to harmful content.
Furthermore, the government is organizing Cyber Safety and Security Awareness weeks in collaboration with states and union territories. These efforts aim to educate the public about cyber threats and promote safe online practices. The comprehensive approach taken by the Indian government reflects its commitment to creating a safer digital environment for all citizens, particularly the most vulnerable populations.
