DoPT is fast emerging as key Human Resources Nucleus for Govt. of India

Dr Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology, Earth Sciences, Personnel, Public Grievances, Pensions, Atomic Energy and Space, said today that DoPT is fast becoming a key Human Resources Nucleus for India.

At the CSOI Auditorium, Dr Jitendra Singh delivered a keynote address on the culmination of Good Governance Week (19-25 December 2022) saying that in the last eight years of the Modi Government, the Ministry of Personnel, Public Grievances & Pensions has become a “Facilitatory Ministry” that serves both the people and the country.

According to Dr Jitendra Singh, in the past 8 years, DoPT, the Department of Pensions, and ARPG have done some transformative reforms that have improved transparency, accountability, and technology-driven changes, moving from Timeline to Real-time through Dashboard mechanisms, to follow the Prime Minister’s mantra of “Maximum Government, Minimum Government”.

Good Governance Day is observed on the birth anniversary of former Prime Minister, Bharat Ratna, Shri Atal Bihari Vajpayee. Dr Jitendra Singh said that this year’s event is special as we’ve celebrated the 75th anniversary of Independence and won the G-20 presidency to make a mark on global challenges and issues.

As Dr Jitendra Singh said, this year’s event is also significant because Mission Karmayogi has graduated to a new level and is now available on the go. He also pointed out that Mission Karmayogi has moved to next generation after PM Modi launched the Karmayogi Prarambh module during Rozgar Mela 2 in November 2022. The Minister said the Prarambh module would greatly help new entrants into the government service to prepare for the future role in a perfect manner.

According to the DoPT secretary, Ms. Radha Chauhan, every government job is about making sure the common man gets the services he needs easily and on time. Delivering services in a quality manner should be the guiding principle for all Civil Servants, she said. She said Good Governance Day is a great time to reaffirm this noble resolve to make living easier for everyone.

Mr V. Srinivas, Secretary, of DARPG, says the Sushasan Sapth 2022 was the second national campaign for redressing public grievances and improving service delivery. He said, Prashasan Gaon ki Ore 2022 has seen significant progress – 50.79 lac public grievances have been redressed, 282 lac service delivery applications have been disposed of, 863 governance innovations have been documented, 194 Vision India@2047 district-level documents have been uploaded to the GGW22 portal.

Earlier, Dr Jitendra Singh launched Revamped e-HRMS 2.0 Portal, since the earlier version limited employees’ access to only a few services and wasn’t integrated with other HR applications. Due to this, employees couldn’t take advantage of digital service delivery and seamless integration with HR apps and government initiatives. A revamped e-HRMS 2.0 portal will offer employees the following services digitally: Transfers (Rotation/Mutual), Deputations, APAR, IPR, IGOT Trainings, Vigilance Status, Deputation Opportunities, Service Book, and other basic HR services like leave, tours, and reimbursements.

The revamped e-HRMS 2.0 is the first digital system in the government to provide end-to-end HR services. No other government service cadre system in India has the same reach and applications as the revamped e-HRMS 2.0. DoP&T will be moving towards total digitization of HR services after launching this system. The revamped e-HRMS 2.0 will save several thousand man-hours and tons of paper. It’ll also improve employee satisfaction, make HR work easier and enhance productivity and transparency.

A mobile app for Karmayogi Bharat (SPV)’s iGoT Karmayogi Portal was also launched by the Minister. Mission Karmayogi was launched by the government to create a professional, well-trained, and future-ready civil service. iGOT Karmayogi is a competency-driven platform that all government agencies can use to enhance their execution capabilities.

With this vision, an iGOT-Karmayogi mobile app is also being launched. Every government employee, regardless of their domain area, will be able to get continuous training with the app and platform. Through the app and platform, about 2 crore users can learn anytime, anywhere, on any device, which was not possible with traditional methods. Learners can do these things on this app:

  • Learn anytime, anywhere, on any device (even offline)

  • Upskill themselves with a variety of courses for their needs

  • Learn directly from top institutes and experts

  • Earn certificates and enrich their profile

  • Be up-to-date with evolving technology, policy, etc.

  • Identify their gaps & needs and upgrade their skills, attitudes, and knowledge

DoP&T has completely revamped the existing Probity Portal. Having newly updated Probity Portals and gathering real-time information on them will send a clear message that ‘non-performance’ and ‘inefficiency’ will not be tolerated and each and every government employee should be up to the task with ‘integrity’ and ‘probity’.

The DoPT has consolidated instructions issued from time to time-related to different aspects of service and made them easy to find. The 78 Master Circulars have been made available under 11 main Heads (and relevant sub-heads), which will be updated in real-time and searchable using intelligent search engines. The Master Circulars are available on the DoPT website https://dopt.gov.in.

Consolidation of Instructions was also unveiled in an e-Book. On the official website of DoP&T, you can get government instructions in the form of Office Memorandums and Circulars, but it used to be tough for government officials, departments, and citizens to get the latest and latest version of government instructions about HR/Service/Pension/Training.
