UN Security Council Extends Sanctions on Somalia

In a decisive move, the United Nations Security Council has extended its authorization for member states to intercept vessels transporting banned items to and from Somalia, including illegal arms and charcoal, until December 13, 2025. The Council also renewed the mandate of the Panel of Experts overseeing the Al-Shabaab sanctions regime until January 13, 2026. This unanimous decision aims to bolster efforts against the militant group Al-Shabaab and enhance regional security.

Resolution Details and Objectives

The Security Council adopted resolution 2776 (2025), acting under Chapter VII of the UN Charter. This resolution mandates that all member states take necessary measures to prevent the delivery of weapons, ammunition, and military equipment to Somalia, specifically targeting Al-Shabaab and other groups that threaten peace and security in the region. Notably, the resolution exempts supplies to the Somali government and its security forces, including the Somali National Army and the National Intelligence and Security Agency.

During discussions following the vote, representatives from various countries expressed their support for the resolution. The delegate from Guyana, speaking on behalf of Algeria, Sierra Leone, and Somalia, emphasized the importance of the sanctions in combating Al-Shabaab. She highlighted the need for a thorough assessment of the arms embargo to ensure it effectively supports the Somali government’s efforts against the group. The Secretary-General has been tasked with reporting on this assessment by November 1, 2025, with the Council planning to review the sanctions regime thereafter.

International Concerns Over Arms Flow

The resolution also addresses the concerning flow of weapons from Yemen to Somalia, which has been linked to Al-Shabaab’s operations. The UK’s representative noted that these arms transfers pose a significant threat and called for enhanced coordination between the 2713 and 2140 sanctions committees to monitor and counter this trend. France’s delegate echoed these concerns, stressing the importance of preventing Al-Shabaab from establishing ties with other sanctioned groups, including the Houthis in Yemen.

The United States representative further underscored the growing connections between Al-Shabaab and the Houthis, advocating for dialogue between the sanctions panels of both groups. He urged member states to implement the resolution’s measures fully, which aim to restrict Al-Shabaab’s access to funds and weapons necessary for carrying out attacks. The call for additional designations of Al-Shabaab operatives was also emphasized as a critical step in combating the group’s influence.

Regional Perspectives and Future Actions

While many Council members supported the resolution, the representative from the Russian Federation argued for a separate consideration of the Yemen issue. She welcomed the restrictions on non-state actors’ access to weapons, aligning with the aspirations of the Somali government regarding the sanctions review. The Russian delegate highlighted the need for the Council to pay closer attention to the perspectives of African states when determining the parameters of the sanctions regime.

Pakistan’s representative stressed the importance of disrupting Al-Shabaab’s capabilities, including its recruitment and fundraising activities. He called for continued humanitarian assistance and economic development support for Somalia, emphasizing that a united regional and global effort is essential to effectively combat terrorism. The resolution’s adoption marks a significant step in the international community’s ongoing efforts to stabilize Somalia and counter the threats posed by Al-Shabaab.
