6,60,67,208 Electors in Bihar to be Included in Draft

With just 11 days remaining for the submission deadline of Enumeration Forms (EFs) in Bihar’s ongoing Special Initiative for Registration (SIR), significant progress has been made. Out of the 7,89,69,844 registered electors in the state, 6,60,67,208 forms, representing 83.66%, have been collected. The Election Commission of India (ECI) is intensifying efforts to ensure that all eligible voters complete their EFs, with additional door-to-door visits and special camps planned across urban areas.
Current Status of Enumeration Forms
As the deadline approaches, the collection of Enumeration Forms in Bihar has reached an impressive 83.66%. This figure translates to 6,60,67,208 forms submitted out of a total of 7,89,69,844 electors. The data also reveals that 1.59% of the registered electors have passed away, 2.2% have permanently relocated, and 0.73% are registered in multiple locations. Consequently, 88.18% of electors have either submitted their forms, passed away, or have been confirmed to have moved. Only 11.82% of electors remain who need to submit their EFs, with many requesting additional time to complete the process.
Intensified Outreach Efforts
To ensure that no eligible voter is overlooked, the ECI is ramping up its outreach initiatives. Nearly 1 lakh Booth Level Officers (BLOs) are set to commence a third round of door-to-door visits. Their efforts will be supported by 1.5 lakh Booth Level Agents (BLAs) appointed by various political parties, each capable of certifying and submitting up to 50 EFs daily. Additionally, special camps will be established in all 5,683 wards across 261 Urban Local Bodies (ULBs) in Bihar to facilitate urban voters in completing their EFs.
Support for Temporarily Migrated Electors
The ECI is also focusing on electors who may have temporarily migrated out of Bihar. Targeted efforts, including newspaper advertisements and direct outreach, are being implemented to assist these individuals in submitting their EFs on time. They can conveniently fill out their forms online using the ECINet App or through the online portal at https://voters.eci.gov.in. Furthermore, electors can send their completed forms to the relevant BLOs via family members or through digital platforms like WhatsApp.
Technological Advancements in the Registration Process
In a significant move towards modernization, the ECI has launched the ECINet platform, which consolidates 40 previous applications into a single integrated system. This platform is being utilized for all aspects of the Bihar SIR initiative, allowing electors to fill out their EFs online and check their names in the 2003 Electoral Roll. The ECINet App also facilitates direct communication between electors and election officials, including BLOs. As of now, over 5.74 crore Enumeration Forms have been uploaded, and the document review module is streamlining the verification process for eligibility by election officials.
