6.85% of Electors Yet to Complete the Form; 9 Days Remaining

As of June 24, 2025, the electoral landscape in Bihar is shaping up with significant developments in the voter enumeration process. A total of 7,89,69,844 electors are registered, with 6,99,92,926 enumeration forms received, reflecting an 88.65% participation rate. However, challenges remain, including a notable number of electors untraceable at their registered addresses. The Election Commission is taking proactive steps to ensure that all eligible voters are accounted for ahead of the draft electoral roll publication scheduled for August 1, 2025.

Current Status of Voter Enumeration

The latest figures reveal that 6,99,92,926 existing electors have submitted their enumeration forms, which is a crucial step towards updating the electoral roll. This represents an impressive 88.65% of the total registered voters. The Election Commission has made it easy for electors to check the status of their forms through the ECINet App or the official website, https://voters.eci.gov.in. Despite the high submission rate, there are still 35,69,435 electors who could not be located at their registered addresses, accounting for 4.5% of the total. Additionally, there are concerns regarding 12,55,620 electors who are likely deceased and 17,37,336 who may have permanently shifted their residence.

Verification Efforts for Untraceable Electors

To address the issue of untraceable electors, the Election Commission is implementing a verification process. This involves sharing information about these electors with District Presidents of political parties and over 1.5 lakh Booth Level Agents. The aim is to confirm the status of these individuals before July 25, 2025. The Commission is keen on ensuring that no eligible voter is overlooked, and this collaborative approach is expected to enhance the accuracy of the electoral roll.

Special Initiatives to Include All Eligible Voters

In an effort to ensure comprehensive voter inclusion, special camps are being organized across all 5,683 wards in Bihar’s 261 urban local bodies. These camps will facilitate the enumeration process for those who may have missed the initial submission. Furthermore, individuals temporarily residing outside Bihar can also participate in the enumeration process. They can fill out the enumeration form online via the ECINet App or the official website. This flexibility allows voters to download pre-filled forms and submit them directly to Booth Level Officers or share them through family members via WhatsApp or other means.

Looking Ahead: Ensuring Electoral Participation

As the deadline for the draft electoral roll approaches, the Election Commission is committed to maximizing voter participation. The proactive measures being taken, including the verification of untraceable electors and the establishment of special camps, reflect a strong dedication to ensuring that every eligible voter has the opportunity to be included in the electoral process. With the publication of the draft electoral roll set for August 1, 2025, these efforts are crucial in shaping a fair and inclusive electoral environment in Bihar.
