On September 30, 2024, Union Minister for Panchayati Raj, Shri Rajiv Ranjan Singh, also known as Lalan Singh, will open a National Workshop on the People’s Plan Campaign, also known as “Sabki Yojana Sabka Vikas.” The event will be held at the Dr. Ambedkar International Centre in New Delhi. Several notable figures, including Union Minister of State for Panchayati Raj, Prof. S.P. Singh Baghel, and other senior officials, will be present.
The workshop aims to teach officials, elected representatives, and other stakeholders how to prepare high-quality Panchayat Development Plans (PDPs) to improve rural development across India.
Purpose of the National Workshop
The National Workshop on People’s Plan Campaign is organized by the Ministry of Panchayati Raj. The main goal is to share and discuss best practices for creating effective Panchayat Development Plans. Representatives from Union and State Departments, training institutes, and elected members from various Panchayats will participate in the workshop.
During this event, a booklet on the People’s Plan Campaign for 2024-25 and the Annual Action Plan for the 2024-25 Rashtriya Gram Swaraj Abhiyan (RGSA) will be released. In addition, the Hindi version of the Ministry of Panchayati Raj’s website will be launched.
Background of the People’s Plan Campaign
The People’s Plan Campaign, known as “Sabki Yojana Sabka Vikas,” was launched in 2018 by the Ministry of Panchayati Raj. The campaign’s purpose is to involve local representatives and organizations like Self Help Groups (SHGs) and Community-Based Organizations (CBOs) in the creation of Panchayat Development Plans.
This campaign focuses on ensuring that every Panchayat can make its own development plans, reflecting the needs and resources of the local community. By involving people directly, it supports the idea of “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas,” which means participation and development for everyone.
The Panchayat Development Plan Process
Each year, Panchayats across the country create development plans for the coming financial year. The People’s Plan Campaign kicks off on October 2 with a Gram Sabha, where local villagers gather to discuss the needs and resources of their Gram Panchayat (village council). The Gram Panchayat Development Plan is then created based on these discussions.
During the meetings, various activities and works are proposed, prioritized, and then approved by the Gram Sabha. Once the plan is approved, it is uploaded to the eGramSwaraj portal, which helps with transparency and accountability.
The campaign also invites frontline workers from different government departments to present their schemes, resources, and programs to the Gram Sabha. This helps create a more comprehensive plan and improves the use of available resources for infrastructure and social development.
Alignment with Sustainable Development Goals
The People’s Plan Campaign is closely connected to the global Sustainable Development Goals (SDGs). This ensures that rural development in India is in line with international goals such as poverty reduction, health, education, and environmental sustainability. The campaign focuses on nine key themes, including health, education, poverty alleviation, and environmental protection.
State Panchayati Raj Departments and State Institutes of Rural Development & Panchayati Raj (SIRD&PRs) play an essential role in this process. They conduct training sessions and workshops to help local leaders and villagers participate more effectively in the planning process. These Gram Sabha meetings allow for open discussions, helping to shape and improve development plans.

The People’s Plan Campaign is more than just creating annual plans. It is a movement toward participatory democracy and inclusive development. By encouraging citizens to be involved in planning their village’s future, the campaign promotes a sense of ownership and responsibility. It also helps ensure that resources are used wisely and that everyone has a say in the development process.
The campaign has become an essential part of India’s rural development strategy, supporting the vision of “Viksit Panchayats for a Viksit Bharat” (Developed Panchayats for a Developed India).
