The ministry implemented the “Naya Savera” (“Free Coaching and Allied” program) throughout the country through the Integrated Project Implementing Agencies (PIAs). The scheme was discontinued between 2022 and 23 as the New Education Policy 2020 does not support coaching programs and aims to reform the existing system of Board and entrance exams to eliminate the need for coaching lessons. Details of funds awarded, used and the number of students awarded under the program from 2020-21 to 2022-23 are as follows:

*No allocations have been made for 2022-23 due to termination of the Plan.

State details of minority student beneficiaries and funds released to PIAs under the scheme are available on the Ministry’s website at www.minorityaffairs.gov.in. State funds are not allocated under the scheme.

Coaching program including verification of infrastructural structures of the training center under the Plan were monitored by State/UT governments. Furthermore, simultaneous monitoring of the program at the field level was also conducted through an independent agency. A third-party evaluation study of the program was also conducted by the Indian Institute of Public Administration (IIPA), New Delhi in 2020. Also, PIAs are expected to meet the prescribed success rate, otherwise their grants are reduced proportionally.

The necessary actions, according to the guidelines and regulations in force, are undertaken as soon as any complaints or complaints regarding the implementation of the regime are received by the Ministry.

This information was given by the Minister for Minorities, Smt. Smriti Zubin Irani, in a written response to Lok Sabha today.
